Employment and Social Affairs Council: - improvements to taking social issues into account in the framework of the European Semester, on the basis of the report by the 'five presidents'; - social protection priorities for 2016 on the basis of the report by the Social Protection Committee; - taking stock of the adequacy of pension schemes, income support and health and safety in the workplace; - examination of the recommendations for the long-term unemployed; - state of progress with the directive on women on company boards of directors.

Luxembourg. Council of Ministers. Informal meeting of the employment and social affairs ministers of the eurozone: social dimension in eurozone governance (functioning of the European Semester).

Meeting of the Eurogroup: - implementation of the new financial assistance programme for Greece; - reform of the services sector in the eurozone; - preparations for the annual budgetary monitoring procedure for the eurozone (examination of the draft national budgets).

Tuesday 6 October

Economy/Finance Council: - agreement on proposed directive on tax rulings; - examination of the action plan on the capital markets union; - lessons learned from the European Semester 2015; - examination of the work on the flexibility in the application of the Stability and Growth Pact; - state of progress with the implementation of banking union; - next steps from G20 and preparations for the next meeting.

Luxembourg. *Court of Justice of the EU. #Judgments: - C-362/14 (Schrems - legality of suspending the transfer of data of European Facebook subscribers to the United States); - C-650/13 (Thierry Delvigne/Commune of Lesparre Médoc and Prefect of la Gironde - legality of France maintaining a permanent ban on voting in the EP elections for some of its nationals). #Conclusions: - C-308/14 (Commission/United Kingdom - legality of the British measure reserving the benefit of family allowances and child tax credit only for individuals holding residence permits); - C-443/14 and C-444/14 (Alo and Osso - legality of the obligation upon those in receipt of subsidiary protection to reside in a particular city or region of the host country)

Thursday 8 October

Transport Council: - fourth railway package (liberalisation of rail passenger transport and governance of the railway infrastructure); - and railway safety; - priorities and objectives of transport policy on the basis of the 2011 White Paper; - new possibilities opened up to the sector by the EFSI.

Brussels. Council of Ministers. Justice/Home Affairs Council (and 09/10). Home Affairs (08/10) - management of the external borders and the returns policy (establishing a list of safe countries); - developments on the relocation of 40,000 people from Italy and Greece; - developments on the draft regulation on relocation in the event of crisis; - the fight against terrorism (state of play with anti-terrorist measures, stepping up the fight against the trafficking in weapons, railway security); - state of progress with work on the European PNR. - Work of the joint committee: - stock-take on work to revise the EU visa code and to create a roaming visa; - examination of the Commission's action plan on returns and recommendation on a 'returns handbook' for the use of the member states.
