On Monday 26 January, Didier Reynders from Belgium, the president of the Committee of Ministers from the Council of Europe, stated “the Committee of Ministers has decided to step up its action to promote tolerance and combat radicalisation that leads to terrorism”. This statement was made during a speech to the PACE. He also underlined the importance of the European Convention on the Prevention of Terrorism and insisted on the fact that the strategy to be implemented should not only be based on legal instruments but should also include solid educational tools, a domain in which the Council of Europe has developed an acknowledged expertise. On Wednesday 28 January, the Secretary-General of the Council of Europe, Thorbjorn Jagland, proposed that the Committee of Ministers organise a “special conference” that could take place at the end of February and would bring together education ministers from across Europe. Its theme would be “Learning about European Citizenship” and “Intercultural Dialogue”. (VL).
