The Luxembourg Liberals, the party that made the greatest gains in the general election of 20 October, announced on Tuesday 22 October that they intended to open discussions with the Socialists and the Greens to try to form a governing coalition. This would exclude the party of out-going Prime Minister Jean-Claude Juncker, even though it topped the polls. The Socialists are ready to join a three-party government without demanding the post of prime minister. Juncker's CSV party took 23 of the 60 seats in the Luxembourg parliament, with the Liberals and the Socialists winning 13 each.
