Brussels, 22/10/2013 (Agence Europe) - EU foreign ministers, on 21 October, called on all relevant EU institutional players and the member states to take “effective action” to ensure pursuit of an effective EU policy on the new challenges posed by the proliferation of weapons of mass destruction (WMDs) and their delivery, with a view to presenting an implementation report within two years. The Council objectives are to effectively protect the access to proliferation-sensitive knowledge and know-how in the EU, and ensuring their peaceful use: (1) to address new proliferation pathways; and (2) to address proliferation flows not directly transiting the EU, including through enhanced financial vigilance; (3) it also wants to react to rapid developments in science, technology and communication which provide proliferators with easier access to the knowledge and know-how required for the design of weapons of mass destruction by proactively adapting EU instruments for combating proliferation; and furthermore, (4) ministers want to continue and enhance dialogues on the most important non-proliferation issues and concerns with third countries and to continue EU support for the work of the International Science and Technology Centre.
