The negotiations on the stabilisation and association agreement (SAA) will begin at the end of October, a European source confirmed to EUROPE on 1 October. In July, European Commissioner for Enlargement and European Neighbourhood Policy Stefan Füle had said he wanted these negotiations to begin after the summer, and believed they could be finished before next spring (see EUROPE 10891).
