Commission favours opening SAA negotiations

Luxembourg, 22/04/2013 (Agence Europe) - On Monday 22 April, the European Commission recommended opening negotiations for a stabilisation and association agreement (SAA) with Kosovo, announced Commissioner for Enlargement and European Neighbourhood Policy Stefan Füle, describing the day as “historic”. In its report, adopted on 22 April, the Commission underlines that, since the feasibility study in October 2012 and since the Council on 11 December (see EUROPE 10750), Kosovo has responded to all the short-term priorities identified in the study. The Kosovan minister for European integration, Vlora Citaku, welcomed the Commission's recommendations, underlining that this was “the first step in a long but magnificent voyage” (our translation). The decision to open negotiations is due to be taken at the European Council in June.

In its report, the Commission highlights Pristina's commitment to tackling organised crime and corruption - in particular with the adoption of the necessary legislation and strategic documents. Pristina has maintained good cooperation with EULEX, the report states. The Commission also notes progress on the ombudsman and adoption of the necessary legislation for implementing public administration reform. A mechanism to direct and coordinate negotiations on trade issues as part of the SAA has been put in place, the document states.

The report underlines the very significant steps for the visible and sustainable improvement of relations with Serbia that have been taken by Kosovo, mentioning both the agreement of 19 April and also other agreements concluded during the dialogue (see EUROPE 10831 and other article).

The Commission has adopted a proposal that will enable Kosovo to participate in 22 EU programmes, subject to the Council's agreement. (CG/transl.fl)
