Brussels, 21/03/2013 (Agence Europe) - In its 2012 progress report on Lebanon, the European Commission states that implementation of the reform objectives progressed “slowly” against the backdrop of the crisis in neighbouring Syria, with risks of destabilising the country. In these circumstances, implementation of the European Neighbourhood Policy agenda stalled, the report states. Although judicial advances have been made, and progress accomplished in the preparation of the negotiations on an agreement on conformity assessment and acceptance of industrial products, numerous key recommendations of the 2011 report remain to be implemented.
Lebanon must therefore focus on the 2013 elections, the strengthening of the role of the institutions, the management of borders and the protection of refugees. Effectiveness and independence of the judiciary are needed, as is the participation of women in social and political life. Lebanon must adopt a budget and improve the management of public finances. It must also make progress towards membership of the World Trade Organisation, and take measures against corruption. (CG/transl.fl)
