After a detailed investigation following a complaint by Ryanair in 2008, the European Commission decided on 3 October that the loans granted in 2000 by German state banks Kreditanstalt für Wiederaufbau (KfW) and Bayerische Landesbank to fund the construction of the second terminal at Munich Airport in Germany comply with EU state aid rules, and therefore do not involve state aid in the meaning of EU rules.
