Brussels, 18/09/2012 (Agence Europe) - MEPs expect the Commission and member states to do more for passenger rights, in all forms of transport. The parliamentary committee on transport (TRAN) has adopted the report by Georges Bach (ALDE, Luxembourg), which calls for standardised and transparent rights for passengers in every mode of transport, saying they “must be able to make complaints without delay”. He takes the view that “existing EU directives have to be revised in order to provide better transparency for the passenger. On this common basis, we then have to take the characteristics of the different transport modes into account”. With adoption of the report, the members of the TRAN committee also denounce the asymmetrical implementation of European legislation by member states, as well as the abusive practice of certain carriers. In this respect, MEP Christine de Veyrac (EPP, France) said that it is urgent to throw some light on the policy of setting out prices which may seem attractive at first sight but which all too often omit to mention the inclusion of taxes and other related costs. The report adopted also calls for passenger protection in the case where a carrier goes bankrupt as, as Vilja Savisaar-Toomast (ALDE, Estonia) states, “consumers should not pay for someone else's mismanagement”. The report highlights the creation of a guarantee fund or a compulsory insurance to be taken out by airlines. Finally, the report pushes for the implementation of multi-modal ticketing and journey planning. Bach explained that: “In the future, there should be one single ticket which allows the customer intermodal travelling which means using various modes of transport during the same trip”.
