11/10/2011 (Agence Europe) - Negotiating brief for Cartagena. At the 10th conference of the parties to the Basel Convention on the control of crossborder movements of dangerous waste and their elimination (Cartagena, 17-21 October), the Commission will support on behalf of the EU the recommendations made by Indonesia and Switzerland concerning the amendment banning exports of dangerous waste to non-OECD countries, and ratification of the Hong Kong Convention on decommissioning of ships. It was in such terms that the Environment Council on 10 October defined the EU mandate for the international conference that must above all establish a new strategic framework for 2012-2021. A Commission proposal has still to be made within the EU to integrate the Hong Kong Convention into European law. (AN/transl.jl)
