Brussels, 28/02/2011 (Agence Europe) - The first meeting of the informal trialogue (Council, European Parliament and European Commission) to reach second reading agreement on the draft revised Eurovignette directive (which provides for additional charges to cover air and noise pollution and congestion caused by road transport), is expected to take place on 3 March. As of that date, the parties will have four months to conclude negotiations. If these negotiations are not concluded, the reconciliation procedure might be the only way forward with the draft text possibly being withdrawn. The most difficult question the parties are expected to tackle involves the allocation of revenue generated by charges imposed on lorries for air and noise pollution. According to the EP, these revenues should not be generate profits but should also be used to fund measures for making transport cleaner and more sustainable. The Council's position, on the contrary, does not include any earmarking of this income. (A.By./transl.fl)
