Faultlines in EU-Belgian cooperation

Brussels, 12/01/2011 (Agence Europe) - This affair caused a rumpus in 2003, when listening material used in certain delegations (Germany, United Kingdom, France and Spain) was discovered in the Council of the EU building. The material had been placed by an Israeli company, suspected of spying for Mossad, the Israeli intelligence service. Seven years after the event, a report by the Belgian committee responsible for the affair (comité R) revealed on Tuesday, investigation shortcomings, the fact that no one had been found guilty and that the case would therefore be dismissed soon. The report highlights the lack of cooperation and information between Belgian and Council services. According to the newspaper La Libre Belgique, the Council hierarchy had been unwilling to provide the Belgian legal authorities with information and chose to liaise directly with the delegations involved in the affair. The newspaper illustrates that in its report, the Belgian committee subsequently advocates, “the conclusion of a memorandum of understanding between the Belgian security services and the European institutions, if other espionage affairs occur”.
