05/11/2010 (Agence Europe) - First step towards linking carbon markets: a first step has been made towards the creation of a global carbon market. On Friday, the Commission suggested opening talks with Switzerland in order to link the European emission trading system (ETS) of carbon quotas and the Swiss market. It will be up to the EU Council, to which this proposal will be referred, to give the Commission a negotiating brief. (A.N./transl.jl)
