Brussels, 25/06/2010 (Agence Europe) - The European Commission decided on Thursday 24 June to refer 13 member states to the European Court of Justice for failing to correctly implement various parts of the basic EU legislation on opening the EU's rail market to competition (reasoned opinions were sent out in October 2009).
