Deputy Secretary at the US Department of Transportation Charles Hunnicutt, quoted by USA Today, said, however, that the agreement was conceivable, but that the Congress would not reach any decision on opening the US market to foreign capital (still limited to 25% of voting shares) before November - the deadline for concluding negotiations. “It's not politically possible” for Congress to re-open the debate in the near future, but “someday, the reality of the network nature of international air travel will lead Congress to reconsider how airlines are owned,” he suggested.
