05/12/2001 (Agence Europe) - The adoption of a European list of terrorist organisations is still provoking fierce debate. French diplomats have signalled that it is not their job to decide whether the Basque "Batasuna" organisation is terrorist if it is not considered a terrorist organisation in Spain and France is reported to not be alone in its opinion - French sources signal that ETA is a terrorist organisation that uses terrorist means and it being included on the list (or not) will change nothing, adding that the EU had not yet decided whether the list would only include international terrorist groups or "internal" groups in which case ETA would "of course" be on the list. The EU also has to decide whether organisations supporting terrorist groups on the list would be included in the same list, a second list or no list. The Commission proposed the regulation (on freezing terrorists' assets) at the beginning of October. There is already a highly confidential list of terrorist groups (drawn up by police chiefs) which will be updated on Thursday by the JHA Council.
