05/02/2001 (Agence Europe) - At the opening of the EP plenary session, British Conservative Mr. Heaton-Harris said that Mr. Newton-Dunn, who quit the EPP/European Democrats to join the Liberal Group, should resign because the European elections in the United Kingdom last June were held under the system of proportional representation. Resign! Another British Conservative Mr. Helmer in turn demanded of Mr. Newton-Dunn, noting that, in a proportional system, the elector did not vote for a candidate, but a list. Article 2 of the EP's Rules of Procedure provide for "we are here as individuals, and not agents of political parties", exclaimed Newton-Dunn, attacking any "new doctrine" that would give parties total power over the individual.
