Brussels, 29/07/2009 (Agence Europe) - The Bruegel think tank recently put forward ideas to reform the CAP community budget. It has suggested a two-part change, firstly separating the expenditure of the EU budget into two (one for "public goods" and the other for the money to be redistributed to the member states, or redistributive expenditure) and secondly, negotiating net balances to determine redistributive expenditure levels.
