12/06/200 (Agence Europe) - On Thursday 11 June, the "Transport" Council took note of the report on progress with work on a draft directive establishing a framework for the deployment of the Intelligent Transport Systems (ITS) in the field of road transport. According to the report presented by the Czech Presidency of the Council, most of the delegations approve the objective of this proposal, which aims to set in place the mechanisms necessary to promote a generalisation of ITS services and applications and their interconnection with other modes of transport, but acknowledge that the examination of this proposal should be continued in the second half of the year under the Swedish Presidency. According to the report, most delegations would have preferred a better definition of the sharing of competences between the European Commission and the member states in this field; they are concerned by the scope of the committee procedure (regulatory procedure with scrutiny) recommended by the proposed directive to establish legally binding common specifications for the ITS and question the Community approach in this area.
