09/02/2009 (Agence Europe) - On Monday 9 February, the European Court of Auditors published Special Report No 12/2008 on the Instrument for Structural Policies for Pre-accession (ISPA), 2000-2006. It concludes that there was a coherent strategy, but that projects were not always adequately prepared.
