18/01/2007 (Agence Europe) - Philip Herzog, the President of Confrontations Europe (a think tank and network of citizens and European player created in 1991) is proposing that, in parallel with negotiations on EU institutional reform (the debate on the future of the draft European Constitution), the EU also sets out proposals for a “Single Act based on cooperation and participation”. Its goal would be “to ensure that the EU is better able to meet challenges posed by globalisation,” Mr Herzong said. The proposed Single Act would be underpinned by three key projects: sustainable development, the knowledge society and the full employment of human potential. “It is a collective commitment with a precise agenda encompassing a method, objectives and tools. … it bounds (Member States) to cooperate, increases the role of Community institutions, and calls for the mobilisation of civil societies,” said Mr Herzog.
