Brussels, 13/04/2005 (Agence Europe) - On 14 and 15 April, the European Union and the United Nations are to carry out a joint assessment of the details of their cooperation and coordination in crisis management operations. This will be a virtual exercise, without the deployment of troops on the ground, with the aim of analysing various elements needed in launching and running an EU reinforcement operation to the United Nations, such as the Artemis mission in the Democratic Republic of Congo (DRC). The scenario for the exercise, EST 05, to be carried out in Brussels, provides for the deployment of a sizeable military force based on the concept of “battle groups”, which will then be transformed into a police mission to manage civilian aspects of the crisis. The exercise will focus on the transition from military to civilian and medical and health-related issues. It will involve the High Representative of the EU for CFSP, Javier Solana, the Secretary General of the Council, the European capitals, the European Commission, the Secretariat of the United Nations and the UN department of peace-keeping operations.
