08/12/2004 (Agence Europe) - Speaking to the press on Wednesday during his visit to Brussels (see page 6), outgoing Secretary of State Colin Powell said that he would react "very positively" to a decision by the Twenty-Five to open negotiations with Turkey. Of course, it is up to the Union to decide, but Turkey has done "extremely good work" in recent times, he said.
