04/11/2004 (Agence Europe) - The European Council will not tackle the issue of criminal penalties for causing pollution at sea, the Presidency states. It had announced last week that this issue would be taken before the Summit this week or in December, in order to overcome blocking by Greece, Cyprus and Malta (EUROPE of 27 October).
