24/02/2004 (Agence Europe) - Monday's External Relations Council decided to authorise the presidency, assisted by Javier Solana, EU High representative for CFSP, to begin negotiations with several third countries (Canada, Iceland, Norway, Turkey, Bulgaria, Romania, Russia, Ukraine) to establish a framework governing participation of these countries in EU led crisis management operations.
