Brussels, 14/12/2003 (Agence Europe) - The Brussels Summit ended on Saturday afternoon in failure, despite an unexpected agreement on the headquarters of agencies. Bizarrely, the Heads of State and Government reached agreement on the only dossier on which the Laeken Summit could not agree, but failed to conclude the Constitutional process launched by the Laeken declaration.
