10/12/2003 (Agence Europe) - European Commissioner for humanitarian aid, Poul Nielson, is worried by the closing of the refugee camp in Alina, Ingouchia by the Russian and Ingouchian authorities. Mr Nielson is said to be very worried by this new closure of the refugee camp "right in the middle of the Caucasian winter". He was angry that this is the third camp to be closed in a year, without counting the closure of a camp in 2002 in Chechnya. He pointed out that "those displaced by the conflict in Chechnya are expected to be allowed to stay in Ingouchia if they do not want to go back to their homes (...). In order for the voluntary principle of repatriation to be respected, the authorities have to ensure that displaced persons who want to remain in Ingouchia are able to live in decent conditions".
