Brussels, 25/09/2003 (Agence Europe) - the Italian Presidency has diffused an initial "annotated agenda" of the European Council for 16-17 October, which will be explained in full during the General Affairs Council. The summit will initially focus on the Intergovernmental Conference. It will then examine the "relaunch of the European economy and the different initiatives proposed (Tremonti plan for investment in infrastructure and research, Franco-German initiative for growth). The agenda will then include immigration and asylum policy and external border management. The summit is expected to call on the Commission to swiftly present a work programme before the end of the year on maritime border management. The Commission and Member States are expected to be invited to adopt additional instruments for mitigating the lack of progress in negotiations with third countries of transit and origin for migration flows. The summit will also call on the Commission to present proposals on funding for the repatriation programmes. The final aspect of the summit will focus on external relations.
