02/07/2003 (Agence Europe) - The system for regulating direct transit between the Russian enclave of Kaliningrad and the rest of Russia, via Lithuania, entered into force on 1 July as planned. This system, which provides for the use of transport facilitation documents (FTDs and FRTDs), was adopted by the Summit between the EU and Russia in November (see EUROPE of 13 November).
