22/04/2003 (Agence Europe) - The Transnational Radical Party (whose members include the European members on the Lista Bonino) has launched an appeal to Kofi Annan and to the Heads of State and Government of the United Nations member countries so that the Plan of the Chechen Foreign Minister, Ilyas Akhmadov might be studied and implemented. The plan proposes "conditional independence" for Chechnya "via the establishment of a provisional United Nations administration on the basis of disarmament of all Chechen armed forces and the withdrawal of all military forces and of the Russian civil administration". After this period of transition, "the surviving Chechen citizens would be called upon to elect their parliament and their government", the Radical Party states in a press release.
