01/07/2002 (Agence Europe) - At a seminar on ESDP in Berlin organised by the Party of European Socialists, the German defence minister Rudolf Scharping highlighted non-military causes of conflict, such as poverty, while other participants expressed fears that wars could be caused in the future by problems with accessing water.
