19/09/2001 (Agence Europe) - The Permanent Representatives of Member States were, Wednesday evening, to approve a compromise submitted by the Commission to allow for agreement in conciliation between Parliament and the Council regarding the initial maritime security measures proposed by the Commission, the so-called "Erika I Package". The Commission proposes including in the directive on "control by the State of the port" an "obligation to have" a black box on vessels built after 1 January 2002, which would replace the "obligation to ban" vessels without black boxes, introduced by the EP.
