18/01/2001 (Agence Europe) - The High Representative for Cfsp, Javier Solana, made a speech before the OSCE Permanent Council in Vienna on 18 January. In his speech (to which we shall return), Solana recalled that the military capabilities that the EU was currently developing were not only intended for EU-led missions, but could also be deployed in OSCE-led missions.
