The German and Italian proposals on "enhanced cooperation" is to be underlined for several reasons:
- It rejects the notion of a pick-and-choose Europe, by which disparate groups of Member States could take "inconsistent and disordered" initiatives, but sees in this instrument the possibility for a group of Member States to "form a vanguard, open and functional", so much so that the correct name would be "enhanced integration"
