German Minister, Mr. Fischer, backed by some other ministers, raised the question of the real usefulness of the sanctions; personally, he said he was in favour of the gradual lifting of the sanctions on first airline flights, then oil. But the United Kingdom and the Netherlands maintained their opposition to these measures.
