As expected (see EUROPE B12557A1), the European Commission will on Wednesday 16 September propose a new European target for reducing greenhouse gas (GHG) emissions "of least 55%" by 2030 (compared to 1990 levels), according to a draft version of its '2030 Climate Target Plan' obtained by EUROPE.
