COVID-19, human rights must guide health decisions, say Council of Europe experts

Faced with the extreme constraints imposed on health systems by the health crisis linked to COVID-19, the Council of Europe Bioethics Committee issued a statement on Tuesday in which it recalls the ethical principles that should guide medical decisions and practices.

These are based on the ‘Council of Europe Convention on Human Rights and Biomedicine’ (Oviedo Convention), which is the only legally binding instrument at international level on this subject.
