EU equipped with regional action plan for 2015-2020

Luxembourg, 26/10/2015 (Agence Europe) - On Monday 26 October, the EU obtained a new action plan for the Horn of Africa to address the fresh challenges, extremism and migration in this region - a region which is prey to conflict. The Council of the EU adopted the EU's 2015-2020 regional action plan for the Horn of Africa in Luxembourg on 26 October. The plan is expected to help fight the deep-rooted reasons for the region's instability.

Action will focus on the areas of strategic action already identified in 2011, which the EU believes remain relevant, but action will also now focus on the fight against violent extremism, migration and forced displacement.

The action plan, which was adopted without debate, sets out the EU's holistic approach to encourage and support peace, stability and sustainable growth, as well as prosperity in the whole region through cooperation with all the partners and by mobilising the whole range of instruments available to it. The approach covers political dialogue, CSDP missions and development cooperation.

The framework for strategic action that was established in 2011 identified the causes of instability as being persistent poverty, social troubles, bad governance, corruption, absence of the rule of law, conflicts for borders or water, climate change, the proliferation of light weapons, and weak regional cooperation.
