Brussels, 01/10/2014 (Agence Europe) - On Tuesday 30 September, the EU member states - at the level of the Political and Security Committee - agreed on the concept of operations for the EU advisory mission for civilian security sector reform in Ukraine (EUAM Ukraine - see EUROPE 11126). This concept will have to be formally adopted by the Council “This is another step towards the rapid start of the mission's work in support of efficient, trusted and democratically controlled civilian security services in Ukraine”, the Council stated in a press release.
The concept of operations - based on further analysis and consultations, including with Ukrainian counterparts - gives greater details about the objectives of EUAM. The mission will provide advice and a framework for developing a strategy for reforming the civilian security sector, as well as a framework for planning concrete steps and a structure to oversee their implementation. EU experts are to work alongside their counterparts in the Ukrainian bodies concerned. The EUAM Ukraine civilian mission is conducted under the EU's common security and defence policy (CSDP). (CG)
