Association agreement - Commission warning

Brussels, 08/11/2011 (Agence Europe) - On Tuesday 8 November, European Enlargement Commissioner Stefan Füle warned Bosnia-Herzegovina about the risk of not seeing its association and stabilisation agreement sealed during the December European Council. Member states may decide in December for the stabilisation and association agreement to come into force, which would mean that “Bosnia and Herzegovina would be immediately in breach of any stabilisation and association agreement” if Bosnia and Herzegovina cannot create a state level government by the end of the year and set European reforms in place, the commissioner explained as he addressed the Friends of Bosnia-Herzegovina at the European Parliament on 8 November. “Now it is high time to form a new state-level government to facilitate the reform process”, Füle stressed, saying they must all work hard as partners to ensure that the country does not lag behind the rest of the region. He added: “But for all we do, we can only help Bosnia and Herzegovina to help itself”. Füle announced that the Commission will be launching high level coordination meetings on the instrument of pre-accession assistance (IPA) for 2012 and multi-beneficiary meetings in order to pre-empt the problems experienced this year, “which nearly lost Bosnia and Herzegovina €100 million”. As no agreement was reached between the parties, a financial agreement of €96 million could not be signed with the Commission (see EUROPE of 22 September). Discussion at the meetings will cover energy and transport. The commissioner explained that they hope to use IAP 2012 funds for the VC corridor motorway link, as the construction of this corridor means not only investment but also direct jobs. (CG/transl.jl)
