Niger authorities give undertakings, first step out of crisis - EU to closely follow implementation

Brussels, 09/12/2009 (Agence Europe) - The first political consultation meeting between the EU and the authorities of Niger, which took place in Brussels on Tuesday 8 December, under the terms of Article 96 of the Cotonou Agreement (see EUROPE 10035), proved to be relatively fruitful, though not conclusive. Asked to set out the options they had for ending the current political crisis, the Nigerien authorities gave the following undertakings: 1) to agree to and to put in place an inclusive dialogue with all stakeholders in the country; 2) to discuss the conditions for the forthcoming local elections, including their possible postponement; 3) to consolidate the right of freedom of expression and political freedom, and to confirm the government's commitment to decriminalise press related offences; 4) to adopt good governance measures designed to restore trust between the parties, including possible modifications to the CNDP (National Council for Political Dialogue) governing mechanism.

Noting the conclusions of the EU-ECOWAS (Economic Community of West African States) Troika, the European Union emphasised the importance of re-establishing a constructive and inclusive dialogue among all the relevant Nigerien stakeholders to resolve the current political crisis and return the country to the rule of law in a consensual manner. It welcomed the announced suspension of all pending warrants and judicial actions against members of the opposition.

The EU noted that the first meeting of the announced inclusive dialogue will take place around 16 December at a location to be determined by Mediator General Abdulsalami Abubakar. It will continue to support the General's mediation efforts and will be vigilant that a roadmap be established to identify and implement solutions to the crisis. While precautionary measures limiting cooperation with Niger remain in place, progress in the desired direction may be supported by the EU with accompanying measures. The EU will continue to closely follow developments in Niger. Consultations will remain open for 120 days - as provided for in the Cotonou Agreement.
