EUROPEAN PARLIAMENT PLENARY / Climate

CBAM, decarbonisation fund, ETS1 and ETS2 market stability reserve - European Parliament goes further than Commission

During its plenary vote on Tuesday 15 September, the European Parliament approved the agreements reached in the Committee on the Environment, Climate and Food Safety regarding highly anticipated legislative proposals on climate.

Mohammed Chahim’s compromise (S&D, Dutch) on extending the scope of the Carbon Border Adjustment Mechanism (CBAM) was adopted with 464 votes in favour, 50 against, with 159 abstentions (see EUROPE 13904/20).

The compromise proposed by Pascal Canfin (Renew Europe, French) on establishing a temporary decarbonisation fund (see EUROPE 13846/7) was adopted with 433 votes in favour, 97 against and 146 abstentions.

Interinstitutional negotiations with the EU Council can now begin on these two texts.

Pierfrancesco Maran’s compromise (S&D, Italian) regarding the continued invalidation of allowances from the Emissions Trading System market stability reserve and an increase in its threshold (from 400 to 650 million) was adopted with 367 votes in favour, 240 against and 59 abstentions (see EUROPE 13935/7).

The EU Council’s preparatory bodies (Coreper I) are expected to adopt their negotiating mandate on the invalidation of allowances from the ETS1 market stability reserve on Wednesday 16 September.

Regarding the proposal to make the operation of the ETS2 market stability reserve, which covers the buildings and road transport sectors, more flexible, led by Danuše Nerudová (EPP, Czech), MEPs approved the trilogue agreement (see EUROPE 13886/7) at first reading, with 467 votes in favour, 158 against and 41 abstentions.

Finally, an urgency procedure was approved to determine revised values for fallback benchmarks in the heat and fuels sectors for the 2026 to 2030 period (see EUROPE 13912/3). (Original version in French by Nadège Delépine)
