The Heads of State or Government of the European Union have been negotiating arduously since Friday 17 July in Brussels to reach unanimous agreement on the post-Covid-19 Economic Recovery Plan, which will be financed by a joint loan from the European Commission on behalf of the EU27 (see EUROPE B12530A1).
