03/01/2001 (Agence Europe) - When assuming his role as UN High Commissioner for Refugees, on 3 January, former Dutch Prime Minister Ruud Lubbers hoped for a "minimum of bureaucracy" within the UNHCR and stressed the need to have adequate financial resources (there are some 22 million refugees in the world).
