On Tuesday 21 November, the European Commissioners for Justice and the Budget, Didier Reynders and Johannes Hahn, assured MEPs that European funds for Hungary would not be paid out until the country had fully complied with the milestones requested by the Commission, particularly those relating to judicial reform.
