On Tuesday 17 October at the Ecofin Council in Luxembourg, the EU finance ministers approved the addition of three countries – Antigua and Barbuda, Belize and the Seychelles – to the EU’s updated ‘blacklist’ of non-cooperative jurisdictions for tax purposes. The latter two were previously on the EU’s ‘grey’ list of third countries and jurisdictions that have made commitments on good tax governance.
