Istanbul Convention - Ireland joins Council of European Union decision on judicial cooperation, asylum and non-refoulement

31/07/2026 (Agence Europe)In a document published on Thursday 30 July, Ireland announced its intention to participate in the 2023 decision of the Council of the European Union on the conclusion, on behalf of the European Union, of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention - see EUROPE 13205/21), as regards aspects linked to judicial cooperation in criminal matters, asylum and the principle of non-refoulement. Ireland’s Permanent Representative to the European Union, Aingeal O’Donoghue, stated in a letter dated Wednesday 29 July that Dublin was exercising the option provided for under Protocol No 21 annexed to the Treaties, allowing the country to participate in a measure after its adoption.
