On Tuesday 7 July, the Parliament of Montenegro – at the government’s request – gave the green light to opening the procedure needed to adopt constitutional amendments that are essential for continuing the country’s accession process to the European Union.
The first proposal concerns revising the composition of, and appointment procedures for, the Judicial Council and the Prosecutorial Council, while the second concerns the independence of the Central Bank of Montenegro.
This vote comes after both the parliamentary majority and the opposition agreed, with the support of the European Union, to collaborate on several legislative reforms (see EUROPE 13903/11).
“A good day for Montenegro and its European ambitions! We have a political agreement between Government & Opposition and overwhelming cross-party support for constitutional changes. Now let’s build on this positive momentum and complete the reform process”, said the European Union ambassador to Montenegro, Johann Sattler, on social media after the vote.
