United Kingdom will have to appoint a European Commissioner if it is still in EU on 1 November, warns Ms von der Leyen

The situation is totally “in the hands of the United Kingdom”, but if the country were still to be a member of the EU on 1 November, “it would have to appoint a European Commissioner”.
